Official: Transneft wants 2019 tariff to rise significantly higher
MOSCOW, Oct 22 (PRIME) -- Russian oil pipeline monopoly Transneft has asked the government to raise its transportation tariff for 2019 significantly above the planned figure, the Federal Antimonopoly Service’s Deputy Director Anatoly Golomolzin told reporters on Monday without disclosing the requested increase.
The government previously planned to raise Transient’s tariff with a ratio of 0.9–1 against inflation in 2018–2020.
“I cannot mention the exact figure now, but it is higher that the parameters envisaged by the government ruling. It is significantly higher,” Golomolzin said, adding that the service was discussing the issue with the company and Transneft’s consumers.
The service plans to switch to long-term tariff planning for Transneft after 2020, and will work out its parameters taking into account the experience of long-term planning in other indistries like communications, he said.
The government also plans to approve a methodology for calculation of gas giant Gazprom’s transit tariff for independent gas producers by November 1. “We are talking about striking a final agreement on the baseline tariff and the way for the baseline tariff to grow taking into account the mid-term forecast for dynamics of other regulated tariffs,” he said, adding that the government may approve an increase of Gazprom’s tariff for 2019.
He also said that the oil tax maneuver contains risks for fuel price growth, this is why the government should have a regulatory instrument like protective duties that would allow the government to solve problems in the short-term.
